Is this a QLED monitor or LCD monitor?

Thats the monitor I want to buy. It is advertised as QLED, but scroll down and you'll see it has a VA panel, and according to my research, it is LCD technology. Can someone clear up this mess?

Also what hertz is it?

QLED is almost always used as a backlight technology, not an actual picture element.
