Don't buy a 7820X just wait for the i7 8790K at the end of the year if you need an Intel octa-core.

If there is an easy way for me to check the batch for you, happy to give you some info on mine.

As I just put in another thread:
"I have a 7820x. Using a H115i AIO cooler, I have it running all cores at 4.6ghz easily. And this is just using the motherboards free tuning software. With proper tweaking and higher grade RAM (i'm using 32gb of Corsair LXP 2666), it should be able to reach higher. "

I also have a 5820k PC. This was air cooled and I used to run this at 4ghz per core before it became a server.

Well not started my build just yet as need to just get myself a boot drive as decided too give the 1 I bought to my friend as he took my old system ( I say old it had a 6800k in it ). I'll be putting mine under a full custom loop with a 480 rad. I may even consider delidding it yet. I'm using 3200mhz dominators so RAM should be ok and my board is the Asus Apex x299.

Based off what you're planning spec wise, I suspect you should be able to hit 5ghz with a decent chip in the lottery.

Some have gone quite a bit higher, but you would start running pretty damn hot with 8 cores at 5ghz.

I think you basically have to delid the 7820X to get 5GHz out of this beauty. You said you got 4,6 GHz with a 280mm AIO. I also have a 280 AIO, the Silent Loop 280, in push-pull. The maximum voltage i can run it at is just shy of 1,2V, with which I can hit 4,73GHz on all cores under full load. And this is a very good result when I look at reviews online. As Linus said you can hit 1,25V with a good custom loop on x299, but I doubt that these 0,5V would get you nearly 3GHz extra...

If I could get to 4.7ghz with semi decent voltage  without delidding that would be good enough for me. Part of me wants to delid but if something were to go wrong maybe a year later or so my warranty would be shot to sh!t. I know the chances are slim but you never know. If I bought an OEM chip I would have deffo delidded as OEM only come with 1 year warranty but mine is a retail sample so that comes with 3 year warranty. Thanks for your thoughts peeps
