Can a Ryzen 3 be able to stream with a 1060 3GB?

probably in the 60-80fps range is my guess, but a better cpu would really help here, but nvenc can help.

one warning, it might be worse, or have bad dips due to the slow cpu. You just have to try it.

For just stream games,totally yes.

I mean when I had a 5200u+HD5500 PC I tried to stream and record videos.

But for R6? meh

I personally would suggest to go with at least a R5 and a GTX 1060 6G cuz that is cheap enough but still have enough power
