Every window except one freezes

So say for instance on one monitor I am playing a game and on another monitor YouTube is open and have a random background application open, every once and a while every single window except the game freezes, this includes the windows start menu. But after I restart everything is back to normal? This is really annoying as it has happened twice today.

What are the system specifications, what game(s) and random background application(s) have you observed this issue happen with?

Does task manager still work when the windows are frozen?

Fortnite, I7 8700k GTX 1070, 8gb of ram (One stick broke, I'm getting it replaced. I normally have 16gb) Chrome, Discord, and windows explorer. Task manager opens but can't click to change anything. BTW the ram doesn't go higher thank 80%
