FPS drops/sturrering in games

pc info:
Cpu: AMD Ryzen 5 1600 with stock cooler no oc 3.5 ghz
GPU: Evga Geforce gtx 1080 sc
HDD: 1 tb (i dont remember what was but , it was cheap one)
SSD: 128 gb (again i dont remember what it was )
Mobo: asus rog strix b350 f gaming 
Chassi: cooler master masterbox lite 5 rgb
Ram: Corsair Vengeance LPX 2x4Gb DDR4 2666mhz
PSU: Corsair Powersupply (PSU) CX650M 650W +80 bronze 
Monitor: HP w19 1440x900p 
i mostly  ply BF1 and i have low fps 70-90 fps and fps drops and stuttering , i looked in msi afterburner and i think it caused by low gpu usage and drops , gpu on max 66 C temperature and cpu is 50-70 C temperature, cpu usage never hits 100 . i bought this pc 2 month ago

That HP monitor is good for probably what 75Hz?  Do you have VSync enabled?

yes i enabled vsync but nothing changed

BF1 is a really CPU intesive game and it only got worse after each update, but you should be able to play it atleast >70-75fps, i myself changed my i5 3330 with a i7 3770 just to run BF1 with more than 60fps, it ran fine back in 2017, today i have fps drops to 50.. Check your power plan configs, set to Max Performance, check background processes that may be ruining your perfomance, i recommend using Windows 10 Enterprise LTSB, runs so much better than the default spyware editions.
