What are the signs of a failing motherboard?

That's one, certainly.

But could also be bad RAM

The chance of a failing mobo are much lower than any other part aside from the CPU. Could be the PSU or RAM.

CPU - FX 8350 @ 4.5GHZ GPU - Radeon 5700  Mobo - M5A99FX Pro R2.0 RAM - Crucial Ballistix 16GB @ 1600 PSU - Corsair CX600M CPU Cooler - Hyper 212 EVO Storage - Samsung EVO 250GB, WD Blue 1TB

Motherboards aren't the first to fail in a system. Could be your power supply.

Use another power supply and see if the issue persists.

If it works, use only 1 stick of ram, and try it in all different slots. There could be a faulty ram stick or slot.

hi.

Depends.

It could be a failing motherboard if you're overclocking hard on a cheap board.
However once you're pushing that hard it's most likely the CPU will give out before the motherboard.

Under normal use, or light to high overclocking the motherboard would normally outlive everything else.

It's not a race to the bottom.

Glad it's solved. Some Corsair power supplies suck, all depends on which model.

Depends.
Corsair don't make power supplies, they buy them and slap a sticker on it.
If you get an AX then it's SeaSonic. I've had my AX 860i for years and I push it hard. 0 problems so far.
VS, HX and such are lower quality PSUs, but they do all have their place. The problem comes when someone buys a $30 PSU and runs a 1080ti on it and expects it to last or even to last while overclocking.
You should know the placement of your products, not all are equal.
