when you press the power button what happens? 

 

fan spinning up and lights on? 

does it stay on?

does it flicker on then off straight away?

does nothing happen at all?

All fans spin and lights turn on (gpu and ram) also indicater leds on mobo there can't be a power loop as all fans stay on at a constent tone and speed while staying on

Do you have anymore monitors/ports you can test on the GPU?

your list does not include a monitor so i'm assuming you already own one, do you have a different computer you can test the monitor with?

Also some pics so we can check for anything would be helpful

The B350 chipset was made for the AMD Ryzen 1000 series CPUs, therefore you need a BIOS update before you can insert your CPU. in which case you may want to buy a disposable CPU, to use to install the BIOS.
