Both the evga and zotec 3gb are the same price which should I buy

EVGA. It doesn't really matter, though. If you can, get a 6GB.

Whichever one you think looks better. A 1060 3GB is a 1060 3GB, a 1080 is a 1080, a 660 is a 660, an HD7850 is an HD7850. Coolers don't affect performance significantly
