PC to TV connection via HDMI problem

I have a Samsung mu6103 series6 4k UHDTV and I try to connect my PC via HDMI cable but my TV says that the device hasn't turn on, even my PC is completely turn on. My PC won't detect the TV either. I try to change the Settings in my TV and also my PC, but nothing happen.

 

Should I replace my HDMI cable.?

 

My PC has a Galax GT 710 graphics card

or maybe you shouldn't try to use such a bad card to drive a 4K display...
