Honestly, I'm surprised Windows 7 even runs on 1 core/1 thread, what is the idle CPU usage like?

 

Another thing to mention is that you could probably get an FX processor on the AM3 socket and upgrade the CPU.

Oh my.... This CPU is more of a exhibit because it's so slow... It's already a budget choice when first released, and so slow nowadays, comparing it to a snail isnt enough to describe it.

 

Forget running Sims 4 itself, installing Sims 4 is already a tough work out for this CPU.

 

As for the Geforce 6150, this is the integrated graphics of the motherboard. Have you heard about the 8800GT? The 6150 is two generations older than that (which is more of a collector's item already), as an entry level product. Rather than Sims 4, it's better to run Solitaire or Minesweeper with this thing.

 

CPU upgrade this thing supports maximum are Phenom II x6 with 95W TDP. Can run Sims 4  easily with one of these. Call the Phenom ii x4 the minimum you're gonna get, since they are plenty cheap already and going for an even slower CPU doesnt make sense.

GPU upgrade is also necessary. GTS 450 will do it with low graphics settings, though a 550ti is better for better looking graphics.

Just get an Athlon II X4 640 (AM3 socket).  Huge upgrade, pretty cheap (~$20 USD).

 

Then put a GTX 750 Ti in it, also from ebay. (~$70 USD, Only buy Gigabyte/MSI/Asus/EVGA branded cards with that brand on the card somewhere)

 

Maybe replace your memory with 2x4gb sticks or 2x8gb sticks. for $20-$60 USD.

The 8800 GT is still capable of light gaming. On my test rig (R5 1600 @ 3.8GhZ, 16GB, SSD it gets 40FPS in Fortnite on Medium at Greasy Grove outside in a gunfight.

Yes you can. Just call Microsoft and go through the process that way. Works fine to this day.

That system won't run the sims 3 or 4 properly. The graphics chipset is integrated and dates from 2004, the CPU is a tad newer but still not usable anymore today, especially not for gaming.

 

To run the Sims 4, your friend will need to put at least ~70-100 dollars in it for a quad core CPU (because it's a weak board, Athlon II X4) and a graphics card (GTX650, 650Ti or 750).

I used to have this hardware, it almost the exact same setup, except it was DDR2 not DDR3, but the chipset is the same one.

At least good GPU (GT 440/HD 6570 or even better) you can run those games, at very low resolution, SSD is great upgrade, you can definitely see the improvement over old hardware.

 

There's nothing you can expect from the iGPU of that chipset, but if you a masochist sure go ahead.
