go to Resource Monitor then go to memory tab see if anything shows up it should give you a better understanding.

?????

Do you remember the
21st night of September?
Love was changing the minds of pretenders
While chasing the clouds away

Our hearts were ringing
In the key that our souls were singing.
As we danced in the night,
Remember how the stars stole the night away

are you sure you have 16 gigs installed? hardware faults can happen because processes have to use virtual memory like a hard drive or SSD when there is no available ram ].

did you just install new ram? if that's the case then this is normal and a reboot MIGHT fix it.

If all goes to shit and you really are stuck try and boot into safe mode and see if the percentage goes back to "normal".

Go to Task Manger -> Performance -> Memory page.

Chances are the non-paged pool is through the roof. If it is, you likely have a leaky driver. And 9 times out of 10 this happens, it's usually the network driver, which can be fixed with an update.

How would I update the network driver?

Figure out the manufacturer of your network adapter through Settings -> Network. Find the manufacturer and model of the network card. These pages should help you find it (do not look for what's in the picture, these are for my computer)

Then look that up on Google with the word "drivers" with it. So in my case I would look for "intel wireless ac 8265 drivers". That should pop up the page that'll take you to where you can download the drivers.

Alternatively if you know your motherboard manufacturer and model, look that up with the word "drivers" and that should take you to a page where you can find and download the network drivers.

I have the exact same controller and driver version, I don't think that's the problem. If I misunderstood why M. Yurizaki told you to update them please quote me!
