If this is Windows 10 the key cannot be transferred any more, at least not easily as the key is bound to the motherboard via Microsoft's activation servers. Otherwise you should be able to use a program like JellyBean key finder to extract the product key.

If its retail key, you can request that MS support unbinds it from account. OEM keys are locked as they are supposed to be used on machine first activated with.
