You'll need to provide some more info first.

- What's your goal with the server?

- What's your budget? (currency, location included)

For a dual socket solution, you will need a PSU with dual 8-pin CPU power connectors, yes.

From what I've read (and been told on these forums), if you're only going to make light use of it (something that ran on a Pi and some hosting etc.) you'd be better off getting a tower machine and re purposing it as "a server". It will save time, money and power.

Something like an old i5 system should suffice (check my signature for my Prometheus build), for file serving and small site hosting (although at the prices they charge, getting an actual web host would be better). My i5 system currently serves as a file host, plex server & Minecraft server for a few friends.

That was my first thought but all the ones I can get my hands on don't have enough ram or are asking way to much for what's inside them.

Edit: for example an ark server uses 6.7gb of ram. While most of the ones I see have between 2-4.

I have an old dell pc at home that I got from highschool, but ddr2 ram is too expensive to upgrade that toaster. It's a core two duo and only has 1gb of ram left

Yeah but you could get one with not a lot of RAM (I'm guessing most have 2-4 dimm slots), and then buy DDR3 separately.

For example, this is still a decent little workhorse (if you don't like how it looks, just transplant it to a new case):

(Image instead of eBay link).

Add to that another 8gb of RAM and away you go.

Obviously this depends on what your local prices are for stuff like this. For used products I always recommend going for ex-business use machines instead of gamers trying to sell their "amazing gaming rig" for 3x what it's worth.
