You sure there's not a hidden tab open somewhere that is mining? During the mining craze, people started to utilize other people's computers to mine for them (this is illegal btw. w/o consent...)

Chrome has a built-in task manager. If you look at your Windows Task Manager screenshot, you can see that it's one specific chrome process that's using all of your resources. Go to the chrome menu > more tools > task manager and identify which exact site, extension or process combo that's using all the cpu.

 

I expect you have either a background tab or an extension using all your cpu resources.

i use firefox on all my machines and imho it's much better than anything else.
