Overclockable?

Are the i5 7500 and gigabyte GA B250M DS3H mb overclockable, and should i if I’m using the stock intel cooler?

No the 7500 is locked and that board doesn't support overclocking.

No - Only K designated chips on the regular Intel Core iX platform are overclock ready.

No - That cooler is not good enough for any sort of overclocking. It's marginal under full load at stock speeds.

Sometime last year it was made impossible to overclock the CPU base clock on non overclocking CPUs

You can overclock the BCLK on these locked chips but it hardly does anything noticeable in terms of performance, even people with K or X chips never change this.

Uh. The clock is calculated by multiplying the baseclock and the multiplier. A BCLK of 100MHz and a multiplier of 34 means 3.4GHz. So, you can change the BCLK to something higher and get much higher clocks. ASRock made a series of motherboards with external BCLK clock generators, meaning you could set the BCLK to 160MHz without affecting other components of the system. Using the example from earlier, a BCLK of 133 would result in a clock of 4.522GHz. Don't ever say overclockers don't use the BCLK, because yes they really do
