Would it be possible to make a laptop with intel core i9 XE and Titan V with price range from $15k to $20k

It would be possible now, but the demand for such a laptop would be so low that no one will bother making it.

If someone needs such a powerful system, they're probably using it for scientific research or something and aren't going to use a laptop for most of their work.

People could make it now but they wouldn't because of low demand for such expensive hardware

the most powerfull laptop is a Clevo P870TM1-G with a desktop i7-8700K and a SLI GTX1080 atm
