Can a 1050 VR?

No a 1050 cannot run VR (minimum I'd go for is a 1060 6GB) and as for the CPU the i5 8400 is what I'd call the minimum for VR.

Yes, since your system is just above the minimum requirements.

Windows Mixed Reality is less demanding than the usual VR, probably because they arent as good looking

The cheapest 1060 6GB I've found is $329.99 (USD).

Usually you need a GTX 970 or above for VR: https://www.geforce.com/hardware/technology/vr/supported-gpus
