Unusually Low Frames in Rainbow Six But Not Elsewhere

Hey, any help I can get is appreciated I have been banging my head against the wall for the past hour trying to find a solution to my low framerate in Rainbow Six Seige. First off my pc is older but here are the specs:

-EVGA GTX 670

-Intel Core I5 3570

-10gb DDR3

-640gb HDD

-Asus MOBO

-450W EVGA PSU

With this PC I can play games like PUBG on medium settings no problem and COD WWII runs at high with no issues, but the second I load up Rainbow I get framerates ranging from 8-40 with the settings it is running at making very little difference (1-5FPS more on minimum then max). I am almost sure it is the game that is the problem and not my PC because my pc is better than the recommended config and I have no thermal issues with either my card or my CPU. I have tried changing my NVIDIA Control Panel settings to many different things but to no avail. So are there any ideas as to what is causing this?
