CPU stuck on top clock speed on idle

Intel 7700k

Msi M5 motherboard

 

I had the cpu overclocked to 5.1 stable

I noticed that it started to run hot at idle 40's-50's

saw that the clock speed stays at 5.1

checked windows power settings, everything was good there

with the MSI board i have the game boost overclock function that is supposed to ramp up to 4.8 on heavy load

    instead it is just stuck at 4.8

 

I'm sure that i must be overlooking something

Any, All ideas are welcome.

c-states turned off will cause that.

I had this with and old laptop a while back, I never figured out what was wrong.

What is actually supposed to go here? Some people put their specs, others put random comments or remarks about themselves or others, and there are a few who put cryptic statements.
