"Safely" depends on your CPU IMC, if you have to crank up System Agent voltage too high, its definitely not safe for daily use. Just experiment and see for yourself.

i think ill just keep it at 3200. I haven't seen anybody else doing any different on ryzen systems

3200 is pretty easy to very and stable on Ryzen. Pushing past this can be time consuming and not a big improvement.

3200GHz? Jeez I wish I had RAM rated at 3.2THz too! 

 

Seriously though it depends different kits will react differently some might be completely fine at say 3466MHz without giving them a voltage boost, some will crash instantly. It's all trial and errors and even experienced overclockers say this.
