So i was thinking if there is cheaper way to create a raid 1 or 5 or so then buying the cheapest new hard drive 

which would be at least in germany the Toshiba DT01ACA300 3000gb 

so it is not importen how loud or fast they are.

importent is only the capacity. i was thinking about 3 tb real space in a raid 1 this would be 2x3 tb

If you're looking for the cheapest drives possible, you're not a RAID customer.

You want backups not raid. Backups are much better at keeping data safe, raid is normally best when you need uptime. Raid can't help with a cryptolocker, user error, corruption, psu failure and other problems. Cheap drives are normally fine if new.

Regardless, you'll still want high quality drives.  The goal of redundant storage like this is to improve reliability of storage, but if you start off using bad drives, even with the redundancy of raid, you'll be lucky to break even.

What is wrong with these drives? This particular model is a rebadged Hitachi HDS723030BLE640, which is a class drive. It has proven to be reliable, although a bit noisy.

I have a RAID array with one of these Toshiba's and an Ultrastar with another Toshiba as hot spare on my P420 controller. Works fine so far.
