This would be a good starting point I would suggest to get a kit if you are wanting to start out. To provide some perspective for a quality custom watercooling loop you would be looking at around $500 USD for a CPU and GPU loop, a bit less for the all aluminum fluid gaming kits.

EKWB offers watercooling kits in different sizes. What do you want to cool? CPU only, or CPU and GPU(s)? If you want to cool only your CPU, you could also buy an AIO. Your budget is also a factor, because watercooling loops can get very expensive....

Get a CPU and GPU block and you're pretty much at/over $200 already, so it's going to cost a little more.

It's quite a large amount of information to digest to get up to speed with everything that could be considered for watercooling. There are kits out there that make your life easy from EKWB for example. But the more you research, the better your loop will turn out.

 

Some good videos to watch are Jayztwocents older videos (I personally find his more recent stuff not so helpful). I also like Science Studio's old videos since it shows progression of what not to do (he's pretty good now, but his early builds were full of facepalm).
