Why narrow down to these 2 CPUs specifically?

no difference, both have the same cache and all-core boost speeds anyway.

They preform LITERALLY the same. 

Coffee lake is the first real performance improvement that we've gotten since sandy lake so unless you're considering Z370 you really won't see much of a difference.

Purely CPU-wise, they are pretty much the same - same socket, same clock speeds. 7400 is Kaby Lake, so it is very-very slightly faster, but nothing that you will notice (about 1-3% at best).

 

The 7400 does have somewhat better integrated graphics though.

If performance is the same.. get the cheapest one :P
