Hi, I am building a new pc and I am using an MSI B350 TOMAHAWK PLUS and an AMD Ryzen 3 1300x. What are some good choices for a stock cooler?

A stock cooler is the cooler that comes with your CPU. Anything else would be considered aftermarket. So basically anything that isn't sold by AMD (or Intel if you're using Intel chips), would be considered aftermarket. What is a good cooler? Well depends if you plan to overclock. But the Cooler Master 212 Evo is a good all rounder. But if you're overclocking, might want to get something a bit better.

That cpu is barely reaching 60w of power consumption. It's practically a 45-65w TDP processor, and you're worried a 95w+ TDP cooler can't handle it...

Stock will be fine. Ryzen has some of the better stock coolers known. See how well it works before checking if you even need more.

The Cryorig H7 has surpassed that as the choice budget cooler, but as everyone else said, the stock cooler will work just fine.

Stock is fine, the EVO 212 is now not a good recommendation due to it's poor price/performance in comparison to other coolers and, if you really do want a cheap but good aftermarket cooler, you can't go wrong with something like a Gammaxx 400.
