I know you are supposed to turn it up a few MHz then stress test for like an hour but I'm impatient so whats a safe bet for overclocking an AMD Athlon X4 845? also, I don't plan to game with it but I want to use a DDR3 RAM stick to see if the new rig I'm building will boot, is that possible?

heck.

Doesn't the X4 845 use DDR3?

Of course, RAM doesn't influence that

Just now, SirGeneral said:

went to a website about X4's and it says the 845 can only handle x8 PCIe 3.0 is that gonna be a problem for a 1050Ti?

No

ok can you get DDR4 speed DDR3?

Crazy expensive, expect to pay double or triple the price of normal DDR3

there's like zero difference in performance anyway

You clearly had no idea about RAM

1. Supported RAM type depends on your motherboard. It can only use 1 type for your platform

2. Transfer rate depends on frequency and timings, so DDR3 2400 CL13 is just as fast as DDR4 2400 CL13. DDR3 is only slower because the majority of DDR3 run at 1333 or 1600, while DDR4 are mostly 2133 or higher.

I thought Athlon x4 only has PCIe 2.0? Not like even the slower PCIe 2.0 x8 will limit 1050ti performance anyway

Some of the stress testing software, such as Prime95, can do more harm than it's worth and stress testing is not as accurate as many YouTubers like to make out. You're frankly better off using something like Cinebench, a quick run through with say Intel Burn Test, then trying out a demanding PC game. That will give you a much better idea of whether or not an overclock is good than running Prime95 for hours on end.

CineBench is free, Prime 95 is free, theres like 100 decent CPU stress programs out there for Free.
