Not sure if this is the right forum to post this in, but I am looking for a, preferably pci-e card but a usb connection would work, which takes in video inputs and passes it through to my computer desktop. The closest thing I can find to achieving this would be a capture card's preview window but as I would like to do some light gaming with these inputs the several seconds lag that most card's preview window gives would not do. Has anyone seen or even have heard of something that would achieve this at a reasonable latency.

You should plug those inputs directly into your monitor instead of trying to watch it on the desktop.

While that would be the easiest solution and probably the one I will be forced to go with, I'd prefer to be able to control my devices video inputs through my PC itself, as this would allow me not to have to reach behind my monitor to get to a switch or wait for my monitor to load up the input. Also as I have a duel monitor setup, which ever monitor I select to view my other devices on I'd lose access to the applications I had on that monitor when I switched inputs.

These things exist but are expensive. USB input has too much lag.

 

Doing live video work, most video equipment uses SDI or Fiber, runs dedicated hardware to switch. Check out Black magics switchers.  This is probably overkill and others might have better suggestions, but I'm just telling you what I know for lag-free 1080 or 4k video switching and monitoring.
