Best CPU for H.265 HEVC 10 bit 4k playback

Hey!

 

I want to be able to play 10 bit 4k video on my huge 4k HDR tv, but my current system is holding me back.

I currently run:

i5 2400

GTX 970

Intel Dq whatever viglen motherboard

8gb DDR3 Corsair Value RAM

Sandisk Ultra II 250GB SATA III SSD

 

I've heard certain CPUs and GPUs have built in HEVC H265 Hardware decoding. I (think) the GTX 970 only has partial hardware decoding. Would I be better off changing graphics card or upgrading my CPU and Motherboard? I'm tempted by Ryzen, but am looking for good gaming performance with the ability to play buttery smooth 4k 10 bit video on my 4k TV.

You would be better off upgrading the GPU if you can find one. Any GeForce 10 or Radeon RX 400/500 card will work.

 

As a random tidbit, this is my golden standard video: http://4kmedia.org/sony-camping-in-nature-4k-demo/. It's UHD, HDR, and 60FPS. So if you can't run this smoothly even with tweaking, then the system playing it has no hope of running any other UHD content. At least, that's how I see it.

i3 8100 or R3 2200G but Ryzen will get HDCP later with a driver update.

 

But your 970 can already do the job (depends, but mostly it will work).

Just get VLC 3 and use Direct3D HW decoding (Tools/Codec ... may not be accurate location, I can't check right now)

I feel like my CPU is an overall bottleneck in my system for gaming at least - As Ryzen has no video output surely it won't be able to offer hardware decoding for 4k 10bit? My 970 has partial video decoding and my cpu is running at 100% while playing Planet Earth II UHD HDR HEVC H265 etc.... 

If I get a Ryzen 5 1600 and pair it with my 970 will that give me buttery smooth video? Or is it to do with purely the video decoding hardware components of specific gpus eg 960 and cpus e.g Kaby Lake, Coffee Lake...

Yeah I should have been clearer, I'm considering a Ryzen 5 1600 or a Coffee Lake i5. Does anyone think the Ryzen combined with my 970 with play these video files smoothly?
