As @emosun said it all depends on what you are doing with the PC. If you are into video-streaming, editing etc. we could suggest you get a Ryzen 1700/1700x, if you are into gaming and other productivity programs you could go with the intel side, i5 8600k or i7 8700k. Also why would you upgrade the 1070 to 1080 since the difference in performance between these two isn't that big when it comes to 1080p and 1440p gaming. If you are planning on gaming 4k then an upgrade might be needed if you want to play at highest graphics settings..

The R5 1600 is pretty much the best value CPU right now

 

but it would be silly to upgrade to a GTX 1080, wait for the GTX 2080 or Vega refresh

 

you also didn't post your PC, budget, country, or monitor resolution/refresh rate.

I5 8400 if you don't want to overclock 

I5 8600k if you do want to overclock 

R7 1700 if you do content creation and can use 16 threads for something

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Your 1070 is going to run the 1440p 144hz IPS free-sync displays just fine, they're $399

Didn't list your CPU though, if it's an i5/i7 from any recent generation, there's no need to replace it until you get a 144hz display
