So me and a friend were having a discussion and he brought up that he wanted a machine that he could edit/render a video at the same as running a stream (we have a 24/7 type stream). We were having a disagreement about the parts that would be needed to do this (and in the interest of not influencing the discussion I haven't mentioned our idea builds). So what would be the best process about doing this?

I would go Threadripper 1920 or 1950.

Thats all CPU workload. You'll want as many cores and threads as you can get. AKA, Threadripper. :)
