Last 8% battery dropping instantly?

I have a HTC One and rarely does it get under 10% or go dead with me, however I noticed that whenever it does and reaches about 8% that it instantly drops to 1% after some minutes and is ready to give out.

Shouldn't I be able to use those last 7-6% at least? Or is this a normal thing on all phones?

depends, HTC One uses a large amount of mV for their stock voltage. I highly recommend undervolting your phone as that's the best and most noticeable way to get better battery life on phones without a removable back.
*Pre-Requisit, to do this you need to Root your phone, put custom firmware, and I use TricksterMOD to do the undervolting.

Another app you can use is Greenify to automatically hibernate apps since android has yet to do it right like iOS.

I would but I am afraid I would brick it or something. I never really flashed a ROM, did root a device though.

only thing you should ever be scared of when it comes to these devices is putting a LARGE ratio, that won't brick your phone, but it will overheat it to the point where it won't turn on for a couple hours

now then, when undervolting, you can just go in increments of 25 and lower it each time until it just becomes "laggy", then go back to the last one which got your proper, smooth OS again.

I think this might actually be some kind of battery protection system. Completely running out of charge is TERRIBLE for li-po batteries. I could imagine HTC doing this to protect users from (literally) killing their batteries, considering they can't be replaced.

I would try calibrating the battery by draining it all and charging it to max.
