I am looking to make a gaming PC with a 1080 and an i7 8th gen unclocked is that even possible on a 1500 dollar budget?

with the prices of gpu's atm, probably not

ive seen some prebuilts on newegg but i already have ssd and hardrives so it would be kind of a waste to go that route especially cause i like the one thing i would want with it is a modular power supply

I can get a gigabyte 1080 at the microcenter near me for 689 but i have to fill in the other parts lol

i'd still recommend waiting for the 20XX cards to come out, they are going to ship in april and should help lower gpu prices in the current market since they are making em as fast as they can

If you want a gaming PC now,the Gigabyte 1080 for $689 is about the best you'll find besides finding a used card,or wait until Nvidia 2xxx cards come out in a few months.

If you are building a gaming PC, I would go with an i5 as it will yield relatively the same performance, and you could put that extra money toward your GPU.
