I recently completed my new PC, with a Ryzen 1600 with a 240 AIO, and a GTX 1070 Strix. My system has 3 fans (Counting the AIO) with an exhaust fan that came with my Eclipse P300. The included fan is a 3 pin and runs at full speed. My PC is right next to me, about 1.5 feet away, and is fairly loud, even at idle, mainly because of that fan. Is it necessary to have an exhaust fan, and how can I make the system quieter?

Adjusting the speed in the bios is a good idea. And yes, that fan is necessary.

To adjust the fan speed do I just lower the Voltage in the BIOS since its a 3 pin fan? I already have 2 fans in the front for the aio.

In my experience it is mostly just experiment over and over until you get a result you're happy with.

 

Can you get away without an exhaust fan? Absolutely, you can get away with no fans if planned correctly. Take the fan out and test your thermals and see if you are happy with the results.

 

The best thing to do however is to replace your 3 pin fans with higher quality pwm fans (god I wish these were popular when I started 15 years ago). Adjust the fan speeds to as low as possible without hurting your thermal performance too much. If your motherboard or fan controller support it build a fan curve that will turn the fan speed up as temperatures rise.

 

If you refuse to replace the fan, then connect it straight to the power supply and swap the pins so that the fan only gets 5 volts.

Correct, because the exhaust fan is not pwm, the only way to control the speed is to adjust the voltage. Another thing you could do if that doesn't help is to buy a cheap "low noise adapter" which will filter the voltage to make the fan quieter. Also, do you have a mechanical HDD?

I have a mechanical drive but it's in a separate cage and i cant hear it.

What header did you plug the fan into?

You can create curve for fans in most modern mobos.
