Just total memory size I believe, max at 32 I think

dunno why they still put out 32bit, must be a market for it somewhere.

The 4 GB limit for Windows, at least, is also a factor of licensing—the home versions of 32-bit Windows, while technically being able to support PAE, have a hard limit of 4 GB for licensing and driver compatibility reasons.

your devices, like your video card and motherboard BIOS take up room in that same 4 GB space, which means the underlying operating system gets access to even less of your RAM.

no but it will limit you to 3.8gb of memory. just run 64 bit

Purely anecdotal evidence on my part, but I've found that if you're shooting for Windows 10 on something like a Conroe C2D and you're only using 4GB of RAM, a 32-bit installation seems to be marginally faster and much more stable.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

1.6 works, but I think your other components will have issues with CSGO. Maybe not so much with CSS. I used to run it with Q6600.
