CPU working too hard. How do I stop the program causing it

I was playing battlegrounds when my game started freezing for multiple seconds at a time, until it got to the point of it dropping to 5-10 frames. I checked the task manager to see if it was some program causing the issue and I saw the CPU running at 95%-100%. Windows PowerShell 32 bit was running and taking 30%-40% CPU. The program would show up in the task manager and disappear and come back. Even if the task was ended, it would come back some time later. I tried to uninstall it, but it doesn’t show up in the list of programs. My friend also has this program because I think all windows brings it, but it never activates on my friend’s computer.

 

Any solutions on how to stop the program from activating or preventing it from taking up so much CPU?

Get a better CPU for a start if poss :)

what cpu/mobo are you using? Do you have latest bios on the mobo? Some intel cpu's have increased utilization or decreased performance issues due to recent specter/meltdown patching.
