Hello, I am quit new to pc builds. Actually I am working on one right now. I got all the parts except the gpu, so thought I could rob my gpu(it's pcie x16 ver 2.0) of my old pc just to see if i can boot into bios and know I've done everything correctly. So are Pcie x16 ver 2.0 and 3.0 compatable ? My new pc has Pcie x16 ver 3.0? I heard that it doesn't matter with the exception that it runs slower but I just want to be sure.

It's backwards and forwards compatible, so your older GPU can fit into your newer board, but vice versa would also be the case :) 

The videocard just has to fit (which if it's a 16X card and a 16X slot, it will for sure).

PCIe is backwards and forwards compatible, you'll be fine using a PCIe 2.0 card in a PCIe 3.0 slot. I've done it twice to ensure that a GPU is in working order, haven't had any problems with it.

You can also use a PCIe 3.0 card in a 2.0 slot without any noticeable performance hit.

 

Each PCIe generation is (roughly) a doubling in bandwidth i.e. PCI 2.0 x16 has the same bandwidth as PCIe 3.0 x8. Modern GPUs, even 1080ti, have a negligible performance impact running at x8 instead of x16.

 

PCIe 1.0 x16 is therefore similar to 2.0 x8 and 3.0 x4, and then you may run into performance issues with a 3.0 card in a 1.0 slot.
