If you dont want any side panel, get the Corsair C100R silent edition, it has sound dampeninig material and a fan speed controller, and yes it fits a 308mm GPU, actually up to A 401mm gpu.

Can you afford a Corsair Carbide 270R or a CM MarterBox 5? Both have good airflow and are budget-oriented chassis. You said you'll have it under a desk, in that case you should go for the CM, since it has the most reachable front I/O of the two, and better airflow too.
