Limitation of the format used.

You need to use GPT. 

 

Look up instructions for diskpart.

What was it formatted as? MBR or GPT? MBR will limit it to 2TB.

If you go into disk management and right click where it says Disk x (x being your 4TB drive), you can convert it to GPT from there, though obviously keep in mind this will format the drive and anything on it will be gone.
