First of all Hi, just joined this community and looking for some advice/help.

My mother needs a new web browsing PC, because currently she is using my old laptop connected to my old monitor (BENQ GL2460), and its not very fast and smooth and she wants something fast. She uses the PC a lot, because she also works on it.

I am certainly no expert, so I am asking for some help. I already asked on reddit and someone made something like this for me - https://pcpartpicker.com/list/LxnVtJ . The budget is about 350-400 USD

I figured an 240-256gb SSD will be enough and I can add a HDD later if she really needs it, but I doubt it.

Oh, I also have my old video card laying around the house. It is this one https://www.amazon.com/MSI-R9-280-GAMING-3G/dp/B00JJNQ99U . Any point using it on the new PC for my mom or would the onboard graphics card be enough for web browing/very minor photo editing (cropping/changing brightness etc., really basic stuff she does)

And a ryzen 3 1200 for 109$

 

Other parts leave the same and use the gpu. You get a better windows experience with 4 cores, and it only costs a little more than your 2 core machine.

Note: I couldn't find your graphics card in pcpartpicker so i put R9 270X in it. 

With ryzen 3 the build would only be 50 dollars more expensive, but would be much faster with 4 cores.

For web browsing, don't bother building a PC. Go to a store or online and buy a dell or HP OEM PC and maybe an SSD for the machine. For low-end PCs that people just need to get online, the big box retailers out there like Dell, HP and Lenovo will be able to beat any assembled PC on nearly every price point up until about $300.

 

I would recommend buying a used Dell or HP tower PC and plopping an SSD in it. It will server her needs well and an entire computer can be found cheaper than just a motherboard, CPU and RAM of similar spec compared to the tower. 

 

You could also consider getting her a chromebook if she does most of her work through a browser. A used windows laptop from 2012-2013 may work as well. 

The idea of a used PC sounds also good. No chromebook tho, she doesn't want that.
