Can't choose a PSU

Hi, I'm building a gaming pc and I can't decide between these two power supplies:

https://pcpartpicker.com/product/3hkwrH/corsair-power-supply-cp9020102na

both offer sufficient power for my pc, so that's not the issue. the thing is that i don't know which one is the better quality unit. which one do you recommend?

also, both of these say to offer voltage protection, so do i have to buy a ups or surge protector? if not, which one offers the best protection?

i've been told that the voltage in my house fluctuates quite a bit, so i want to make sure i get proper protection (i live in argentina btw)

CX 450M/550M. EVGA one is much worse.

Just get a surge protector then.
