Nope and not necessarily. Bigger fans can generally push more without needing as many RPMs. The only time I would go for three fans is if the card has a longer than usual PCB.

Not really. Having 3 smaller fans increases noise. And if you have 2 BIG Fans they can run slower and reduce noise and still push alot of air.

3 fans should have a larger heatsink to accommodate them. I would imagine in some cases the GPU would not heat soak as quickly and might keep cooler over the long run.
