In general it shouldnt. Of course it still depends on the game

No, the i3 8100 is a re-branded i5 7500 which is a perfectly fit processor for the GTX 1060.

Well there is always going to be a bottleneck somewhere.  It depends on what level fidelity and performance you're comfortable with.  It also depends on the game (as mentioned).  Even RAM can be a limiting factor (this is seemingly so for Ryzen).  But from what I can tell, that setup probably good for 1080p gaming.  The odd game thats more CPU bound or poorly optimized you may want to use a lower preset.
