Monitor goes dim for no reason

Basically on my 2nd monitor, whenever I visit a website or watch a video with HD graphics the monitor will go black for 1 second then goes dim. The monitor will only return back to full brightness if i quit the website / video. It happens 99% of the time, any suggestions or know what is happening 

 

My PC specs are the following:

8700k 4.9ghz

trident Z 3200

1080ti armor

aorus gaming 7

main monitor asus vg248qe

2nd monitor sharp TV with hdmi output

RM 750 white edition

Check Nvidia Control Panel, pretty sure there is something in there for.

Check brightness settings 
Check power settings
Check your monitor settings

Check BIOS (I highly doubt there is anything in there causing it)
Hopefully these helped. Sorry I couldn't be more specific on where to go as I haven't had this issue before. I am just trying to give you a general idea on where to check.

yah im going to look for that now, also for example this website will dim my monitor every time. I thinks is the pretty and colourful graphics

Up to you, although I would recommend against it as it does mess up colours when gaming. Sometimes it causes this issues and automatically changes the brightness as the time of the day changes.
