Can I move laptop SSD into new Desktop?

No, all the drivers are different, you need to clean install windows.

Basically I'm building a new PC and I would like to move my current laptop storage (128 GB SSD) onto my new Desktop setup as it's storage, since it contains the OS (Windows 10 Activated) and other important files. I don't want to have to re-install windows 10 and then activate it again on my new Desktop HDD and all that stuff.

New CPU usually requires a new OS install due to conflicts.

Probably not, and the only exception to this that I've seen is when I built my friends computer for him.  I took the hard drive containing Windows out of his old FX4300 machine and put it in his new Ryzen 1300X machine.  Surprisingly, it worked.
