Cant see parts of my screen

I just finished my pc build. I took the hdd out of my old pc with windows 10. Now its all installed however i cant see my taskbar or the start button or the top of the screen. Its like the image is too big for my screen. Maybe it has something to do with the fact that im using a small 19 inch tv as my monitor? Im also using an hdmi cable.

For whatever reason there is no reccomended

That's called Overscan, and it's normal (par for the course!)

 

Look in your TV's menus for Overscan, Aspect Ratio, or the like.  You can usually find a setting to pop it to the correct size.

I looked through the settings and couldn't find anything

IF your TV doesn't have a setting to do pixel-to-pixel scanning, then you're out of luck.
