Wordpress Upload limit issue.

I've got WordPress hosted on a Windows 2016 server. IIS 10 and I'm having issue with WordPress. I got a theme that I want upload. It's around 2.5mb but the limit is 2MB. I tried creating a php.ini file and increasing the limit to 256MB but that did not help. Also, went into the wp-config.php and tried to increase it from there. I'm using the latest verison of WordPress. 

 

If someone has any ideas, please let me know.

If you're hosting it yourself, manually upload the theme to wp-content/themes if it's too large to do through the admin panel. Then activate it in the admin panel.
