but usually the GPU is at 98/100% and the CPU is at 37/45% . i mean generally the GPU uses all of its power but the CPU doesn't . i think this is not a problem !

Then you know when you upgrade you need a new gpu and cpu is till fine

It's much better to be GPU bottlenecked really, and you are probably never going to find a configuration that allows both the CPU and GPU to work at their full potential. If you want that CPU usage up, either drop resolution or get a better GPU

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
