1070 w 16gb ram / 1080 w 8gb ram

What do you thing would be a better choice for mainly gaming. A gtx 1070 with 16 gb of memory or a gtx 1080 with 8gb of memory.

Ram can ALWAYS be upgraded later. It's more feasible to upgrade from 8GBs of RAM to 16 then fro a 1070 to a 1080. Get 1080 + 8GBS and in a month or two upgrade to 16GBs.
