Have you opened CoreTemp, Msi Afterburner and Task manager while running a game?

dont really get a chance as it crashes and blue screens as i open

And when not running games?

Might be something that cools bad or as said above psu that can't give more power.

i was looking at afterburner and core mhz was maxing at 4000 ish when just sitting there idk if thats normal or not

So your CPU is cooled really well then.

GPU won't be that high as a 1070 barely has to work for tf2, integrated graphic can handle tf2.

On that point can you look in device manager and see if your graphics card is found under display adaptors + did you plug your screen in your graphics card not your mobo?

Rightclick the taskbar and then open task manager.

Or ctrl+alt+delete and open task manager.
