What's the best monitor?

So as the title says, I'm buying a monitor as a gift and it needs to be around $150-160 US dlls. TOPS. What's the best 24"/27" 1080p monitor I could get with that?

No special needs, just wish a good overwall quality on screen and build, not required for gaming so 60-75Hz it's just fine. No particular preference on brands or anything, just want to give the best gift I can for that price and wanted to do some asking aside from my own research

EDIT: Forgot to mention IPS/PLS/VA would be ideal, unless it's a VERY good TN panel.

any 1080p60hz is fairly the same nowadays buying brand new, hardly matters at this low price point, if you can raise budget up I strongly advise the LG 29UM68-P which is around 250$ but worth it.

Otherwise just get the one that appeals you visually for your money.

Can't raise the budget, but appreciate the reply :-)

Also there's a lot of difference between panels/brands and as I've stated, I just want to know if there's something better than the rest.

Again, thanks for the reply but you're not actually helping much, heheh. I know there's outsourcing, but some are simply better than others and what I was looking for when I was posting were real experiences or well based suggestions.
