Go for the 2nd one It has a higher clock speed 2133 VS 1600

Ram is Ram. The second link you have linked is faster ram. Depending on your CPU/Motherboard if your Motherboard allows you to run at the faster speeds games such as BF4 has a significant increase in performance, or if you're into video editing it can speed up render timings.

Well, if you do a lot of memory intensive things get this one.

 

Otherwise, get this one.

 

Although the first choice (for memory intensive things) is a pretty damn good deal. And with a speed that high and CAS latency of only 9? That's pretty good.

Will I notice any difference from the Cas 8 or 9?

In most cases (like gaming) not really. With memory intensive things (like video editing and things of the like), or an APU, you might.

Just so. Neither of those parts are in the MSI QVL for the Z87 G45 Gaming motherboard. G.Skill QVL doesn't list any parts for that motherboard.

80+ ratings certify electrical efficiency. Not quality.

Get some Corsair Vengeance 1600MHz. It's compatible with basically anything it will fit into.
